Fiberglass Rod INSIDE the Boom

The head of the T is hollow and accepts a through-boom bolt that also secures a block.
The fiberglass rod is simply a handle to position the "Tee" inside the boom to facilitate bolting the "Tee" and attached block in place. Otherwise, how would one put the "Tee" in the proper position that far inside the boom.

Does anyone know what this does? It seems like some sort of biological control system.

The way I put spacers deep inside a spar or similar construct is to cut a V in the end of a 1x, screw or tie a strap to one side, slip spacer in the V, tighten up strap, insert spacer and bolt, loosen strap and remove the 1x.

To reduce the shouts of 'Am I there yet' lay the 1x beside spar and mark depth, you'll at least have one plane located....
two dowels and a compression spring -can- be used to simplify solo installation too.

A permanent install aid seems wasteful, so I'm leaning towards it having some other intended use.
