It could be on either but standard practice is to put the ferrite at the antenna end of the antenna cable. There is not much utility in putting it at the receiver end. This would lead me to believe that it went onto the power cables. Ferrites are used to block RF energy from moving across them and into other items like people or equipment. They are not a noise filter so the only things that need them are things that produce RF energy. That would be radio antennas (The RF is inside the antenna coax till it hits the antenna proper then leaks around the ground sheath of the coax) and microprocessors of all types (the power cords, any signal lines should NOT have ferrites as they dampen AC currents which is not what you are looking for in low voltage signal lines). If you have motor noises then a capacitor is the correct electrical item to use. Put is as close to the motor case as possible and connect it across the power and ground wires.
Second vote for putting the ferrite on the power cable. Its purpose is to keep RF noise from the VHF unit itself from affecting the rest of the boat electronics, and vice versa.
