Engine shut off on Yanmar 3QM30F

Hello!

I'm reinstalling cables on my Yanmar and currently troubleshooting my engine shutoff lever. The lower cable in the picture is my governor. the higher one is the engine shutoff pull cable. I think what's supposed to happen is the shutoff lever yanks back on that piston (adjustor body) allowing the governor cable to go further back. in my case though, the governor doesn't and the shutoff cable doesn't do anything. Maybe I'm missing something? What could prevent the governor from springing back? I've greased many of the parts to get them to slide easily. Any help appreciated.

Is this bracket loose (and moving ) when you operate the engine fuel cut off? Or did you it to clean and retightened it a bit off the original spot?

Hi Greg, that piece does move. You can see where the top bolt can slide. Right now the top one is loose to allow that play the other is secured. The cables don't move that piece of the lever at all and I'm wondering if it's supposed to be static.
