Generally a compass hat leaks is leaking around the fill hole. If not that is a whole other issue. Take the plug out and refill it with mineral oil. Making sure to remove any air bubbles in the process by pressing or tapping on the expansion bladder. This may take a few tries. Then reseal the plug with teflon tape or possibly a new O ring.
I had an Aqua Meter Compass several years ago that lost all its fluid (housing cracked). I sent it back to Aqua Meter. They sent me a brand new one for 1/2 the price of the new compass
