Back to Roger's post, how about we all notify our congressmen about this mess and ask them to do something to earn the hefty salary we pay them to live in Washington? Maybe a few auditors showing up will help incentivize these folks at the documentation center to get their job done. It is a classic control problem, if inputs exceed outputs then backlogs increase. This process needs to be measured and if backlogs are increasing the actions must be taken to increase outputs. Many options are available to fix this, but it looks like no one is managing the place.

Dave, back in the 70s the Admiral of the CG was in front of a Congressional committee. The Congress had just slashed CG funding and they were raking him over the coals for his agency's poor performance.

After a heated "question" from one of the Congress-criters, he said, "Sir, the logical result of you requiring us to do more with less is doing everything with nothing!"

You might have a valid argument except for the fact that renewals this year for the first time required a 25 dollar fee for processing. A good manager will put together a presentation to sell the need for additional human resources by justifying the need by showing the transactions per person, the process inputs, the actions already taken to unsuccessfully resolve the problem, etc. Too many seem to think they can just blame their problems on lack of resources, and don't put in the effort to justify the need. In the private sector this manager would be replaced with a results oriented person.

Here's an idea for instance, once a boat is documented why does it require renewal every year? You don't renew the title on your car every year. Only when it changes hands does it require a transaction. Think how much that would free up resources to do important value added work like Rogers application. You don't renew the title on your house every year either, only when ownership changes. How come in industry they work like crazy to eliminate cost and waste, but in government they just add more cost, add complexity, then complain about insufficient resources? I bet if they outsourced this process to India it would be fixed already.
