Is that your boat in the picture? Are you flexible about changes to the support frame?

Is it an electric winch? Lifting a dinghy up that far will take a LOT of winching. Tacking with a Genoa usually only involves winching the last two or three feet. The height of your frame looks to be more like six to eight from the water, and you'd have to grind the entire time.

As @PaulK noted - a key idea is to use an electric winch. The frame in your picture is a bit complicated, with blocks to lower the stand-off/support bar and more blocks to hoist it on/off the bar. This video might give you some ideas to simplify it.

Just use standard rigging blocks. Anything rated to carry the load. Just make sure you place a cam and secure cleat in the path to the winch and final angle of the line to the winch must be slightly below the winch (to avoid overrides).
