for a small boat that has small value, perhaps using latex paint may work, for a while...
but unless you are maticulous in your prep, it may stay in place a few months.
In HS shop we used to try the different paints and coatings on steel, glass and fiberglass samples....just to see how they held up. On glass and fiberglass you could almost peel it off with your finger nail.
YMMV, but unless it was an absolute last chance - I would stick with marine paints, proper prep and undercoating.

I see no references to "marine growth" in that article. And, since I am really not interested in painting my bottom for "appearances", I see no advantage here.
Incidentally, I have never seen any research or trials using latex paint for this purpose. Unless someone else may have?

The article didn't say anything about latex paint being used below the waterline. I have no plans to use latex paint on my boat, but yacht designer Phil Bolger, known for thinking outside the box, advocated the use of house paint on boats. Not necessarily fiberglass boats.
Practical Boat Owner (magazine, UK) had an article on using acrylic house paint on the interior. They had some photos of a 15-year-old acrylic paint-job on the interior of a boat. Apparently it adheres well to most surfaces, and lasts well. I'm thinking this would be worth trying.
But latex on the hull or deck exterior? Um, no thanks. I use proper exterior latex on our house exterior trim, and it doesn't stand up all that amazingly well.

Rustoleum makes UV stabilized enamel (oil based) marine paints @ something like $11/qt. It doesn't take a lot to paint either a deck or hull on a 22.
Unless you have to do some repairs that will really stand out or or the gelcoat is worn through I'd try buffing it out first like Steve D said. People had performed miracles with wet sanding and polishing old gelcoat....

Rustoleum marine paint is nice and cheap and can be tinted. . .rolls and tips well, good coverage and pretty tuff. Painted my hatch boards and the outside of the main cabin bulkhead after doing some repairs. Not super glossy, but nice looking. Painting everything inside with it as well. Easy touch-up, which is what I'm all for. . .going to do the whole cockpit in the spring.
Can you spray? Sand everything down with 320 and wash with unscented dish detergent. . .let dry and spray with automotive paint. Think of the weather abuse your car takes outside it whole life and how well the paint holds up with minimal maintenance. . .

We painted the bottom top and insides of our South Coast wit the Rustoleum Marine and Non-Marine Paints 3 years ago, But its in fresh water, Looks as good as the day it was painted, hasn't faded or pealed or bubbled, and actually didd'nt use any primer period, Ol' well . I'll keep on using it.
