Compost Head

I removed all of my plumbing and installed a gray water sump for the shower/icebox and installed all new fresh water system (tank, pump, piping, everything).

I removed the holding tank system and am considering installing a simple composting system (probably Air Head) vice a traditional black water system. This will open up more storage and, allegedly reduce smells. While I do not intend to install a urine diverted for an overboard discharge, but rather just pour it into the toilet at marinas and over the side when underway, I was advised by a fellow sailor that “the fickle laws of states/cities are moving towards a requirement for a paper trail of pump out of diverted urine tank for composting heads.”
I don’t see how it’s a problem if I don’t install a diverted valve, but does anyone have any thoughts on his concern and/or composting heads in general?
