The chalkiness is from the gelcoat breaking down in sunlight. The outer layer gets porous and dull and can get to the point your hands get white from just wiping the surface. Steve's suggestions are good. You'll have to wash it thoroughly then possibly compound/wax the 'normal' areas. Don't wax the non-skid! Island Girl products are good but pricey.
