The hole for the step bolt in the mast is oval now not round the mast moves all around when stepping.
Can I bore out the hole and install a bigger bolt to eliminate oval hole?

I would not drill it larger. There is not a lot of extra metal around the hole. Pictures would help. depending on how bad it is I would not worry about it.

Oh boy! What a great first post. Welcome to the forum. I’ll respond with my initial thoughts but, I also think it would be helpful to know the year of your boat, your experience level as well as, how many times you’ve raised the mast and, how those experiences went. I often “trailer sailed” my first 1974 C-22 and never once had an issue raising the mast. I was 47 years younger and the pre-1976 mast was lighter, a combination that made mast raising on pre - 1976 boats easy peasy. Fastforward to today and on my 1988 sporting a heavier OEM mast, I found I need to employ an A frame, bridles on the port and starboard sides as well as the trailer winch to get the mast up. In the several times I’ve raised the mast on Waffle House, I have bent the step bolt once and subsequently replaced it. This was done without unstepping the mast, only removing the old bolt and installing the new Replacement bolt. The step-bolt IMO is a sacrificial part to help keep the mast in alignment when it is being raised. I cannot imagine a situation where the receiver hole in the mast is elongated. I would not enlarge it until we know more about your specific situation. Once the mast is raised, there should be zero stress on the mast step bolt and its connection to the mast step plate.

It might be better to fill the opening with epoxygoop (add fibers for strength) and then re-drill it for the original bolt size. If the step is aluminum you might also be able to get a welder to add material and then re-drill that - but ask them about how strong that would be - the heat might weaken the whole casting. A photo would help people see what we're dealing with.

The mast step on a C-22 is an inexpensive stainless steel plate available from Catalina Direct in both the older and newer designs. Unless I’m mistaken, the OP is referring to the hole drilled in the mast to insert the mast step up bolt which passes through the mast step. The elongation of the hole in the mast itself should have never occurred under normal circumstances and was why I asked the questions in my response to the OP.

Thank you for the feedback people
I just bought the boat it is a 1989 and I have 0 experience stepping the mast.
The step plate holes are fine the elongated hole is on the mast.
I am hoping to take to a professional welder and have him weld a 5/16 aluminum washer on the inside of the mast
Not how I intended to start out.
