Recently a member here suggested I "buff-out" my boat paint to perfection. I thought one could only buff gelcoat. I have a buffer, does anyone know what type of polish/wax I would use to get the perfect smooth surface without ruining the paint?

You don't want to use a fiberglass buffing compound as they are too aggressive. Instead use a buffing compound designed for paint. Not sure what paint you have applied, but usually professionals use Awlgrip on boats. Awlgrip makes a compound called Finesette. There are a few different choices as one is for freshly applied paints (like within 3 days) and the other is designed for applications that have been applied long ago. There are other compounds to be found for paint as well.

What kind of buffer do you have? You will need a high speed buffer with a good/thick wool pad, and a foam pads to apply polish afterword.

Rustoleum is an enamel... same as what is typically put on cars. Use a car paint buffing compound like Meguiar's ....
