thank you all. i appreciate the assistance! tomorrow ill post pictures of the interior of the pedestal from up top n we can take it from there.
While you're doing that go to www.edsonmarine.com and download their steering system manual. Then read it, then print it out, then print it out again and take one of the copies with you to the boat.

In addition to the encouragement you have and will continue to receive here, YOU NEED to learn about how it is supposed to work, regardless of what the PO and/or your idiot mechanics did. If you don't, all you're doing is extending your "excuse" time!!! You must learn how it is supposed to work, first, and then inspect what you have and find out what needs to be fixed. YOU, not all of us. We can try to help, but YOU have to make the decisions.

A C30 has a radial rather than a quadrant. With a quadrant (in front of the post) the right hand cable attaches to the right side of the quadrant.
With a radial, the right hand cable crosses over to the left side of the radial. Mechanic screwed up.
