How did the waves look? If the wind instrument says 12 knots but you’re not seeing numerous whitecaps I’d suspect that the wind reading is off.

Good observation.
Translating what you see on the water to wind speed is a seamanship skill to develop. The Beaufort Scale is a relevant tool. Here is a guide that might be helpful.
