Adjusting the governor on an M18 Universal

While installing a new Oberdorfer Raw Water Pump on my engine I moved the nut that locks down the governor adjusting screw. It's location is right next to one of the pump mounting "ears" and is troublesome. I've worked around it but now need to reset the governor as I'm only getting 1600 RPMS at full throttle under load. Has anyone out there done this adjusting process? Do I need to be running near max throttle when I make the adjustment? Which direction does the adjusting screw turn to increase the RPM? It sounds more like the throttle adjustment screw. Just set the throttle to what you want your lowest rpm to be and snug up the screw.
