Fair enough. That act was actually passed last year. It's law. The actual wording gives the USCG 1 year to implement the 5-year program. That one year period ends early next year, and word is that the coasties are pretty much ready and will not try and ask for an extension.In my experience a committee report summarizing what legislation is supposed to actually do is not necessarily a very good predictor of what actually comes to pass.
To the point 'development of a recreational 5 year certificate process' is not the same thing as actually putting the idea into practice.
The report tells us nothing about the proposed rules implementing this legislation after the 'development' phase has expired. Perhaps Jackdaw has more information - semi reliable rumor even - that supports the idea that the 'documentors development study' will really lead to changes that are useful to us recreational documentees.

This legislation is not a development study as it turns out. Rather it is a real commandment sent from Congress to the Executive. We all should be happy - or at least encouraged. So a rare thanks to Congess - on this occasion.
