5 year USCG doc coming in 2017

Thanks, Jack.. I saw the note myself .. mine comes due in December, so I get the benefit of some possible (?) kinks being ironed out before I have to renew.. They are still mum on the charge.. I suspect a bit more than we are paying for the one year but not as much as 5, one year certificates..

For those that don't want to open the doc, here's the section in question:

Sec. 311. Certificates Of Documentation For Recreational Vessels
While Coast Guard certificates of documentation (COD) are not required for recreational vessels, many owners
elect to document their vessels to facilitate passage into foreign ports and to preclude them from having to abide
by state registration requirements. However, the Coast Guard requires CODs be renewed on an annual basis and
does not allow owners to carry them in electronic form. This presents an unnecessary administrative burden on
vessel owners. This section would require the Coast Guard to develop a COD for recreational vessels that is valid
for five years.

In my experience a committee report summarizing what legislation is supposed to actually do is not necessarily a very good predictor of what actually comes to pass.

To the point 'development of a recreational 5 year certificate process' is not the same thing as actually putting the idea into practice.

The report tells us nothing about the proposed rules implementing this legislation after the 'development' phase has expired. Perhaps Jackdaw has more information - semi reliable rumor even - that supports the idea that the 'documentors development study' will really lead to changes that are useful to us recreational documentees.

Fair enough. That act was actually passed last year. It's law. The actual wording gives the USCG 1 year to implement the 5-year program. That one year period ends early next year, and word is that the coasties are pretty much ready and will not try and ask for an extension.

Not later than one year after the date of the enactment of this Act, the Secretary of the department in which the Coast Guard is operating shall issue regulations that— (1) make certificates of documentation for recreational vessels effective for 5 years; and (2) require the owner of such a vessel— (A) to notify the Coast Guard of each change in the information on which the issuance of the certificate of documentation is based, that occurs before the expiration of the certificate; and Notification. Deadlines. Regulations. (B) apply for a new certificate of documentation for such a vessel if there is any such change.

The latest BOAT US members magazine had a little article in it that said implementation was going to be late spring or early summer.. Their D.C. reporter posted it. I had the old originals with the little stickers..

This legislation is not a development study as it turns out. Rather it is a real commandment sent from Congress to the Executive. We all should be happy - or at least encouraged. So a rare thanks to Congess - on this occasion.

The REAL news here is not the wording of the HR bill; that has been known for years; but the fact that the coasties are working to have that in place by the deadline. I've heard from several people I trust in the industry that that is indeed that case; and they will not ask for an extension. And the plan they announce in the spring will be for 2017 business.

What is so hard to implement? It is just a date change on the document and a fee change. Should take one person about an hour to implement. Have our performance expectations of government really dropped this low that we are surprised an extension wasn't requested?
