The 4" wide vinal stripe down by the water line is all faded. Can you paint over it or does it have to be removed ?.

paint sticking to that. However if it is all faded... maybe there is something to stick to? If I was to paint it... I would mask off, and lap 1/8" onto the vinyl both top and bottom and have at it. Paint with what... would be my question. If you are going to go thru the trouble of doing all that... I would call one of those mobile sign guys to come out to the boat... and give you a new vinyl stripe! Call around... the price will vary greatly.

I don't see how the paint would adhere to this. Tom, take the time to do it right and remove the vinyl first. Use a heat gun on low and you should be able to slowly peel it up. You will then need to remove the glue using 3M adhesive remover or similar. You could buy another roll of the vinyl and apply it but boot stripes usually are not a uniform width because of the way the hull changes shape from end to end. It just doesn't look right if not done correctly.

Tom Assuming yours is a Hunter; (since you aren't registered & thus the boat isn't indicated) Most Hunters have the boot stripe roal blue color built into the gel coat. It typically isn't vinyl or paint, but either could have been used by a previous owner to overlay as a new boot stripe. The cove stripes under the rub rail were typically vinyl tapes. You can use automotive compound and see if it refreshes the color of a gel coat boot stripe, then wax it to restore the shine. If vinyl was added overtop of gelcoat, it's easy enough to scrape off with a heat gun or even with just a 4" wide wall paper knife. I wouldn't paint over vinyl as a noncompatible solvent could create an interesting mess. West Marine makes a vinyl tape in numerous colors and widths. I've used 4" Captain's Navy and 2" Metalic Silver to replace and re-create the cove and cabintop stripes. I'd be a little cautious to use vinyl as a boot stripe as it is a little more prone to damage in that location when scrubbing the waterline.

Like Ross siad, it will bond with mild sanding.

paint will stick
As a sign guy myself I can assure you that if prepped well (get ANY & ALL wax off and perhaps a light scuff with a scotchbright) the paint will stick. We use all types of vinyl as a base color and spray additional colors on top to create fades and other effects. These are used regularly on vehicles and boats.

If it's really vinyl.....
... go to an auto body shop supply house and get a "pinstripe eraser". It fits in the chuck of your drill and removes stripes easily. If it's gelcoat, buff it out using ever finer grades of compound/polish then wax it. If you want to paint a new one on use Interlux "Brightsides" single part polyurethane paint.

Before you try...
with the buffing... you might want to hit it first with some very fine wet/dry sandpaper (2000 grit?) and water... if the stripe is in the gel-coat.
