2gm yanmar won't run below 1100 rpms

I have a 2GM that won't run below 1100 RPMs. I have cleaned out the mixing elbow and changed all the fuel filters. What else could cause a problem like this?Hawaii Dan Illusions

throttle cable?

try disconnecting the throttle cable at the engine and see if you can manually reduce the rpm's by moving the linkage. May just be a cable travel adjustment. Good luck
