23.5 spreader kit

I just installed the US Spars spreader kit for my Hunter 23.5. Do I tighten the spreader cap clamps on the shrouds completely, making the shrouds immovable? Or should I leave the loose enough for the shrouds to move within the spreader caps?

When I replaced mine, I left the shroud movable.
