... and it looks like the line could easily slip off the hook.
Is it hinged. It kind of looks like it is and it might grab something from above .... If you have several of these along the cabin, I'd start to wonder if they were used to string webbing between the lifeline and those hooks. I'd remove them and fill the holes.

I saw on the BWY site there is a kit for a back stay tensioner. I wonder if the po had this kit but removed the block and line portion?
A backstay tensioner would be a nice way to clean up that connection. I bought their kit for my 26S.
