Sailboat aground off Fire Island

I thought that once the owner / captain leaves a boat in a situation like this, anyone willing to go and pull it off the beach can go do so, and file a salvage claim. If the owner doesn't pay, the salvor can sell / scrap the boat to cover his (healthy) fees, the owner gets whatever is left.
How do you define "owner/captain leaves a boat"?
He certainly can't be expected to stay aboard; and camping on the beach seems unreasonable too.
As of Tuesday, he was being given a certain amount of time to resolve this. After that, the park service will seize the boat, sell it (maybe for $1), and it will be cut up for scrap.
Should have been more clear with that. My understanding is that once active recovery efforts have (for any reason) been halted (aka no one is there trying or keeping watch while tools / people are in route), the boat can be salvaged by anyone willing to risk the conditions and their own equipment. (but to be clear, climbing on and taking parts, without salvageing the rest of the vessel is looting)Soundbounder said:

Someone with a 631 area code posted here last week that this was for sale and the next day it was removed so maybe the owners son made arrangements with a local to sell it or someone else is just trying to salvage it without any money....expecting you buy it and remove it

following the line of the deck it definitly looks like it, but I think it's an optical illusion. notice the masts still appear to be parallel, and the shrouds don't look abnormal...

That's a lot better than the news I expected to read when I clicked.
She's a complete strip and rebuild job now, even with no major structural damage. Getting her off and back into her previous condition will cost as much or more than a reasonable sale price would have been the day she left MD. It's a grim prognosis but I hope someone steps up to save her.
