If it were just an angle it probably wouldn't be but it curves on one side and has a slight curve in the other direction. I would also like the length to be accurate to a few thousandths of an inch and have full contact all the way around the ends of the tube. The final fitting can only be done after the end of the tube is hidden. It could be done with careful measurement, trial and error, and carbon paper between the end of the tube and the mount but I've got an easier way.

So the bolt's OD is smaller by a significant amount than the tube's ID? A little tape around the center of the bolt should keep things lined up till you put some torque on her.
OK Roger I give up, what the trick?

Yea you're right it is smaller, I missed that, but again just a bit of tape should keep things lined up, and can be applied after the one removed side mount is fed into the bolt. Or maybe if you happen to have sleeve that is just the right size. Even some thin Mylar tape, on the outside of the tube if there is enough of gap to fit through.

OK, here's the plan:

1) Sand off paint for about 1/2" around the holes.
2) Mix up some of that 5 minute epoxy "swimming pool" putty, roll it into a rope, and form a washer around the hole thicker than the space between the spreader mount and mast.
3) Lay saran wrap across the putty and press the spreader mount into place lining it up with the rivet holes. After epoxy hardens, repeat on other side.
4) Use rat tail file to open up epoxy to size of mast hole.
5) Insert compression tube roughly cut to length and epoxy in place.
6) File and sand compression tube to exactly match surface of epoxy rim around hole. This will fit tube to spreader mount to machine part tolerances and insure fit around full circumference.
7) Insert bushings for alignment and attach spreader mounts with new rivets or machine screws drilled and tapped into mast.

Done.
