Depends on what the line is being used for. For control lines braided polyester cover can sometimes be used. For things like lifelines grommets or similar smooth transitions can work.

Yes, very much so. But not as useful if part of the purpose is to improve grip on a winch or through a clutch. It depends on the purpose.

Could have been a bit more clear on the purpose. Want to use soft shackles for the head sail blocks that are attached to the toe rail.

Soft shackles would be fine for such a task. You do not need to worry about chafing if the surface of the toe rail that will contact the soft shackle is rounded, not a sharp edge. Learn to make your own. The shackles can be made using a 6.5mm (1/4")diameter piece of Dyneema (Amsteel) costing $3.80, which has an average breaking strength of 7400lbs. You can make a dozen at that price, and if you see too much wear on one, toss it and pull out another.

Will you change the position of the lead blocks frequently? Soft shackles take a bit more time to release and reconnect compared to snap shackles. Also as @jssailem said, watch out for sharp edges on the underside of aluminum toe rails, especially if snap shackles have been previously used. I would think the outer braid of some scrap double braid would make decent, disposable, free chafe protection on the soft shackles.
