as an alternate to wood bungs, hardish foam variable bungs are available online and WM, one of them kept my boat afloat for half the winter after a thru-hull that looked like that failed.

That is a mighty assumption. There are currently 950+ people connected to the forum, ~50 of them are members. To assume only those who are reading the posts here are only men and only the members who posted here is an assumption that I would not make.

First I agree with @Ralph Johnstone, Those valves look open to me. I have no clue why someone would leave them like that even if they sealed the exterior.

So, why don't you cap them until the next time you haul the boat out?

If the are threaded, clean the threads, and buy a cap, screw it on.

If the not threaded, improvise, adapt, and overcome. What do I mean, it was kind of mentioned in another thread. You need a hose that fits over the valve outlet, 4 stainless steel clamps that fit the hose and a brass bolt that fits into the hose. You can fabricate a "TEMPORARY" cap. You can fit the improvised hose cap to both valves and it will give you some, repeat "SOME" peace of mind until you get your boat out of the water for a proper repair.

Did I mention this is a temporary repair.....

If anyone is still reading - who would go sailing offshore in this boat?
As I said mine is a temporary repair. I would not go blue water with it. But, I would help him get to the DIY yard to get it out of the water. With my life jacket on, keeping the shore in sight, and with fair winds..... Its do able
