I have to agree with 31 & Terry on this.

Here's 2 pics of my deck before re-coating. It looks very similar to what you have.
Any course brushing will take down whatever is left under your gelcoat eventually down to the raw fiberglas,
sans any coloring agent.

My boat is 37 yrs. old. Knot knowing the age of your boat, Keep in mind that for any petrolatum product,
the Sun's UV & UAV rays will deteriorate fiberglas over time. Add in weather/temperature/moisture etc.
& just like us, wears down the finish.

I remember when Simple Green first hit the market. It was touted as a great cleaner & friendly to the environment.
I used it for multiple purposes for a year or more & found that aside of light-duty cleaning, I was not impressed.

Top Secret coatings on the other hand, was a non-commercial paint company that recoated US navy vessels only.
They went public about 5 years ago & my topside covering is still.....bullet-proof thus far after 10 years.
It's a multiple step process but if done properly, is long-lasting. I for one, can attest to this.

I'm just here to relay what I have experienced & solved........

Thank you, I appreciate the suggestions for paint, but as previously mentioned, that's simply not an option.

acetone? MEK?
I'm thinking letting some acetone soak (or evaporate) is the next step. MEK might be a wee bit too much to throw at it, but I might try a tiny spot. We don't want to be taking gel with it.
