I have a 1990 Hunter 30 with the potable water filler located in the bow anchor locker. Trying to figure out where the tank is actually located and how to access. Any help would be appreciated.

I'm guessing here, but if it's like my 35.5, look under the v-berth cushions. It could be under one of the plywood pieces. I repeat, this is just a guess.
It's under the vberth in our '91 H30. There is no direct access in our boat, but with the cushions removed you may find a storage locker or two that the fill and vent hose run through. Ours is foamed in place. You may have an access panel one the cabin sole, directly in front of the vberth where the thru hull transducers are located. If so, the grey Quest 1/2in line that feeds the pump may be visible.

Did you cut your own access panel to the water tank?
Ken, I need to access my water tank gauge sending unit on our 2007 H-31. Did you cut the access in the V berth above the tank yourself? I can find no way into my tank without cutting an access panel like yours.
