thinwater - I most certainly do pay substantial property taxes in MD, as well as be required to get the "VEIP" vehicle emissions inspection every couple of years (at my cost). So I will cry all I want.... no, wait, that might fall under the MD "rain tax". (yes, to non-MD'ers, MD has a "rain tax", google it)

Gunni, I don't know how they could determine my boat was in use unless the NSA has one of their spy satellites trained on my yard. And if so, they would have seen it sitting in my yard for 9 years. But, I suppose if I wanted to fight it the burden of proof would be on me to prove it was not in use. As the saying goes, "you can't fight city hall", or if you do it is damn costly.
I may be ignorant to the fact that I didn't know that my back yard was considered "Maryland Waters", but my thoughts about MD taxes are generalization. Everyone please wave if you sail past my kitchen door, and please watch out for the dog.
