The inherent flaw with the Gale Sail type design is that it must be sleeved over the furled headsail.... which means the center of effort on the sail is high and forward... it also means the crew must go to the pointy end to rig it, thus the convenience of the RF unit is diminished.... it also means the sail cannot be pre rigged, waiting for quick deployment under marginal conditions.... In other words, it is cumbersome and the zipper can easily be a target for failure.
Ideally, the storm jib should be a hanked on type sail, rigged on it's own stay closer to the mast and the center of effort. Thus, you see many blue water boats with provisions for an inner forestay.... the deck connection for the stay needs reinforcement, as well as a quick release mechanism if the stay is intended to be stored by the mast.
The wire luff suggestion by merlinuxo is the simplest solution for a small boat.... however, I would be inclined to tack the sail on the foredeck, not at the stemhead, and use a lower mast attachement point, such as a spinnaker topping lift. If the sail is left in it's bag, tied on deck near the mast ready to deploy, the process would be much safer and quicker than fumbling with a zipper sleeve on the pitching bow. The reefed main would probably counteract the strain of the lowered stay attachment, but runners could be rigged for further security.
The other option is to change your RF headsail to a 90-100% jib that can be rolled up to 60-70...... of course that assumes one has a qualified RF system that is designed for easily changing out headsails and controlling a reefed headsail.
