well, it was just marine squatters, many places on the BC coast have liveaboards in boats not fit for Georgia Strait

too bad this gentleman has been a problem for authorities and his boat is still aground with his gear floating away, at time of this story.

sounds like a vagrant with little to no boating knowledge . Or he could be mentally ill. which is more likely.
