I just purchased a 1984 27' Hunter. I'm new to sailing (converted power boater). I have two questions: 1. Does the mast have to be removed for outside storage? 2. If not do the sails have to be removed if the main is covered and the jib furled? Thanks

Whether or not the mast has to come down is up to your storage facility. If they can store it mast up then it's fine to do so. I would remove the sails, though, because those Chcago winds can damge them and the cute little animals like to nest in them.
Also...
...Remove anything from the boat that can freeze and make a mess - water, cleaners, etc. Also remove anything that YOU would not want to freeze or can get wet through dampness. If you have an outboard, then winterize it and remove it. If it is for the boat (not your dinghy) remove it and winterize it too! Do not leave it where it can be stolen. Top off the fuel to reduce condensation and enjoy the winter.

depends on where you store............
there are only a couple of yards that you can store in chicago with mast up, chicago yacht yard (on the chicago river) crowley$ and skyway on the cal. or you can go to kenosha, racine or michigan. i recommend skyway (tell steve mike sent you) www.skywayyachtworks.com ive seen people store with sails on but doubt it is common practice, taking them down gives you a good chance to inspect them and have them cleaned by a loft (check out sterling on archer ave.) good luck

Remove the sails, it's easy.
Mate, I have a comment about the positioning of your cooler. If every time I wanted a beer I had to go to the foredeck I would have probably fallen overboard by now. The h27 has the perfect cooler space in between the cockpit benches; a 16 qt cooler is ideal. I keep a bottle opener tied with a string at the helm.
