Its best to have a full tank for winter storage to keep condensation at a minimum, but its also good to burn all the fuel in your tank in the summer, which is difficult if you don't use your boat a lot. Best bet is to keep a full tank and use diesel fuel stabilizer for storage, but also to keep old fuel stable.
I would top it off and before doing that add enough treatment for the new fuel being added. Dont like to leave the tank empty, fear too much condensate will build up over the winter. In VT we get lots of days that go from below zero to above freezing and better not to have that cold service heating up and having water being added to tank. Hope this helps.
