Windlass "Rode Management Module" does what exactly?

OK, my Simpson Lawrence - Horizon 1500 Windlass has this little plastic finger that I think is supposed to push on the chain as it comes through the wheel. In the Manual calls it the "Rode Management Module". I can't figure out what it's supposed to do, as it doesn't really push on the chain and it's flimsy. Is it a chain counter or something??

The windlass in the picture isn't mine but it has the finger too!

That bar, albeit plastic, is designed to keep the gypsy from reversing unintentionally.

^^ This. Particularly helpful with rope rode, which may tend to float off the gypsy, since there is little weight, only 1/4 turn wrap, and no positive grip.

There may be a separate metal pawl that can be engaged or released.
