The wind direction vane and mast light need to be repaired. How to reach them? I was thinking of buying a rope ladder, connecting it to either the main or jib halyard, lifting it to the top, tie it off, climb and make the repairs. Has anyone else ever used this system?

Yes that has been done and some boats have incorporated permanent ladders along the shrouds but the safest way is still a harness or bossum chair. That is unless your marina has one of this:

IMHO, you're better off in a bosun's chair. Climbing to the top with a ladder and working at the top with a ladder is much harder, since you need to use one hand to keep yourself on the ladder.
I have a rope ladder. It was made by a guy called Capt. AL. He still s has stuff online but has since stopped selling the ladder. This ladder raises up the mast with sliders the same way the mainsail feeds to the mast. It works very good and I usually use it serveral times a season by myself. Be sure to wear a safty harness. If your by yourself stay lashed to the mast.
