No, not at all.
Depending on how aggressive the blasting is done, you may remove some of the gelcoat; however, a skilled operator should be capable of removing all bottom paint without damaging a barrier coat or gelcoat.
Not quite understanding the question. But aggressive SAND blasting of exterior bottom can and has thinned the laminate of the hull. I'm not sure soda could do that. But use a reputable company with a track record.
Like BigEasy suggests, I’ve never heard any reports of damage to the hull/liner interface from media blasting. The force from the media hitting the hull is nowhere near enough to cause the kind of deflection it would take to do damage there. The most common cause for that kind of damage is a hard grounding causing the keel to act as a lever on the bottom - orders of magnitude of force more than the media hitting the boat.
After that, cease applying a new coat of bottom paint annually, no matter what your marina recommends. I get four years out of a Petit water based multi-season ablative with just spot patching chips all other years. No measurable build up and no hard growth.
