Rick, the one long is for leaving the dock. Cruise ships do it, so do the harbor tour boats. The three shorts mean they are in reverse- usually. In Annapolis, when the tour boats leave the dock they use the three toots, but are actually moving sideways by thrusters- not reverse.

Excuse me? So you like personal attacks? I read rule 35 and did not see any 4 short blasts anywhere in there so I have a feeling you didn't read it.

35 (k) A pilot vessel when engaged on pilotage duty may, in addition to the signals prescribed in Rule 35(a), (b) or (g), sound an identity signal consisting of four short blasts
That kinda says it and yes it's in #35

[Now, you'd really be confused in the Annapolis Harbor when the USNA boats blast SIX times.
I refer you to 34 (d) (emphasis mine): When vessels in sight of one another are approaching each other and from any cause either vessel fails to understand the intentions or actions of the other, or is in doubt whether sufficient action is being taken by the other to avoid collision, the vessel in doubt shall immediately indicate such doubt by giving at least five short and rapid blasts on the whistle. Such signal may be supplemented by at least five short and rapid flashes.

Nothing personal. It's just the guy was given 4 correct answers to his post, not to mention incorrect replies. If anyone is seeking information, but does not believe it when given a source/reference IN PRINT, there is a mis-communication of some type. As my dear ol' pappy used to say about my brother and I bickering, "To argue with a fool only proves there are two of them". So, that is as far as my advice goes on this thread, and I'll start skipping it.

Basically all boats over 39 feet are supposed to have a copy of this at the ready.
§ 88.05 Copy of Rules
After January 1, 1983, the operator of each self-propelled vessel 12
meters or more in length shall carry on board and maintain for ready
reference a copy of the Inland Navigation Rules.

But everyone can have a PDF soft or electronic copy right from the US Coast Guard here
