Where can I locate these Velcro attachments?

I can't tell what that is. Is it a cover for a water fill port or is it a plastic washer?

It's like a round Velcro disk put in with a screw, but it's not just Velcro "fabric". It's like they dipped the fabric in a mild plasticizer, to give some structure, but not enough to ruin the efficacy of the hooks or loops.
The PO put them in places on my boat to hold settee cushions in place.
