Looks like some kind of eductor . ?? A stream of water is introduced into the hose barb fitting on the pointy end on the right, and the hose contents is sucked into the device and the mixture is ejected out the big end on the left?? Could be to move a liquid or it could be used to atomize a liquid into a gas flow..?? I dunno.. just guessing from the appearance
Looks like a nozzle for a pressure washer that includes a soap injector. Which is basically what kloudie described.
