What's this? Yanmar 2GM20F

Does anyone know what this is I'm pointing to. It's right next to the blue wire and about 1/2 inch high. It's part of my 1989 Yanmar 2GM20F.
There is a small 4 inch long bare copper wire leading from the top and not terminated.
I looked at pictures in my manual and didn't see it.

is that a safety wire hole in the long hex nut i will go down to my boat and see if i have that ...i am thinking some thing to do with the over speed (throttle ) limiter

look on the injector pump diagrams and you will see it it is the no load speed limiter if you are talking about the tall nut with the safety wire hole in it ...the safety wire should be run through it and down to the acorn nut on the front with safety wire hole in it the safety wire is very small gauge and usually has a lead seal crimped on it

Thanks guys, that's it. I wasn't thinking of safety wire because it's stranded copper (I was thinking burned off electrical wire) but as a security lanyard that makes sense.
