For the coax, they make a thru-hull coax connector. It resembles a chrome threaded pipe with two nuts and washers on it. Each end has the female fitting for a coax connector. You'll also need a cap for it which is extra. I bought mine at C.E. Beckman Co. New Bedford Ma., years ago. I don't know who manufactures them. As for the electric receptacle, you can buy them in any large marine store like West Marine. If you have just a mast head anchor light, you can get away with a two wire receptacle. If you have a steaming light 2/3s of the way up the mast, and an anchor light, I would would buy a four wire receptacle because both lights need separate switches. When you go down to the marine chandlers to buy the electric receptacle, bring a set of precision screwdrivers with you and check the miniature terminal screws on each part of the receptacle before you leave the parking lot. The screws and threads on these things have been known to be defective. I had to travel 20 miles to exchange a defective outlet one day. Use a good Polysulfide caulking for both of these when you install them. Don't use silicone. 3-M or Boat Life Boat Caulk can be purchased in small tubes at Wal-Mart for cheap money.
