What type of compound is this?

I see this on all of our through deck fittings below deck (the white material seen in a recent MaineSail photo). Is this a sealant or some type of locktite?

That might just be Lanocoat. Its a material to prevent the threads from seizing.
Just in case one needs to take things apart some day.

What is it's consistency/elasticity. Not easy to identify just by color.

Looks like the work of a dirty, lazy, slovenly demotivated operative who was clearly working without supervision or quality control. A man proud of his workmanship would never have left a job in this condition.
Suspect anything which bears his trademark fingerprints.

It's not lanocote, which is a baby kack brown in color... it does appear to be excess sealant from bedding whatever is above those bolts...and that the job done was excessively sloppy.

It feels a bit like silicone that hasn't dried, but it's original to the boat, so I doubt it's silicone. Wasn't sure if it was bedding compound that was pushed through when threaded or an anti-seize to encourage ease of future release.

I removed one through bolt in order to take the end stop off of the Genoa car track. I'm putting it back together this weekend and want to make sure I don't compromise any weather seal.

Well I'll take a shot

If it is the consistency of zinc oxide, it could be Tef-Gel, which is a Corrosion Eliminator and Anti-Sieze Lubricant.
