What position do you leave rudder

I have to lock the brake to keep mine centered... incoming/outgoing tides will move the rudder otherwise. I like the bungee idea if the brake isn't doing it...

For all you guys that are on a mooring, in some of the pics I have seen it looks like the boats are close enough to hit each other if one swings faster than another. Is this just a weird perspective of the shot or are they that close?

I think i read somewhere that u can get some new brake pads pretty cheap too.
