. I'll have to talk to my sander about the sloppy job, but what kind of paint? I think it's an aluminum frame.

What was it sanded with, a hammer?

The paint isn't that big an issue. The prep is what's important. Etch it, prime it with the correct primer, and paint. A quick internet search will yield plenty of valid results.

I hope the OP appreciates the irony of the title "What kind of paint for portholes."

Repainted nine years ago; still holding up well. The frame is a composite resin, not aluminum. Wet sand to remove old paint as much as possible. Prime with interluxe perfection two part epoxy primer, wet sand, and top with two coats of interluxe perfection two part epoxy Snow White color. Used a prevail sprayer to apply top coats.
