What is this?

Hello,see photo--I found this on my 336 purchased used a few years ago. It is about 3' 5" long; made from 5/16" woven line; has loops on each end, one larger than the other; and the plastic loops or clips have a 1" interior diamter,(it looks like one is missing).What is it called and used for?thank you,Bob
