It's one of those things you put in the garden so you can put one of those mirrored globes on- or a Japanese glass fishing float. Note the 3- legs/three prong contruction.

It does look like a miniature anti-tank obstacle. Some were called Hedgehogs. Any pictures of Caltrops seem to show sharpened spikes, so I wonder if this had another purpose?

I like that Trex deck it is sitting on!
