We took this off a Pearson Wanderer 30. It was on the catwalk deck about amidships. It is not a stanchion mount, but looks like it was designed to receive some sort of threaded in gadget. The center plug unscrews. The hole does not go through. The hole is 1/2 inch.

Looks like it could be for anchoring a side ladder of some type if it was near the toerail. Otherwise, if mid-deck, it could be for a fixed padeye that could screw into it after you remove the plug. If there another one on the other side they could be for fixed jib sheet blocks for the working jib.
