Either a floatation bag for the dinghy or an inflatable fender.

If it is PVC, it is more likely to be the flotation bag, if is CSM (Hypalon) then it is likely to be an inflatable fender.

It’s a West Marine dinghy Pvc there is nowhere to tie anything on it so how could you use it as a fender and what is a flotation bag?

Some dinks use floatation bags to keep from sinking. Just a large balloon that displaces water. Since it is PVC they are likely flotation bags/seats for the dinghy.

Our Achilles dinghy uses a tube exactly that size as a seat. It has Velcro on the ends of the tube and matching Velcro on the inside of the side tubes to hold it in place, but maybe the West Marine version is just friction fit.

Yeah I eventually showed the guys from West Marine the picture and they said it’s basically an inflatable seat.
