What is the ruling on setting out a mooring?

I would like to set out a morring in front of my buddies dock, with his permission of course. I do see other sailboats that have moorings at the lake, but how far out do you set it, so its not in the way of other boats. Also, how do you get the boat back to the dock if you don't have a dingy? Is there a rope system to pull it back? Thanks, JM

Before figuring out to ferry yourself to a mooring, you should check with the local government as there usually are permit requirements and fees associated with placing a mooring as well as design requirements to make sure some idiot doesn't attach a steel chain to a few bricks.

Yes check local rules and no short cut pulling a rope but you could always go swimming.
