What is missing?

There seems to be a piece missing within my Schaefer system 2100 furling drum. The existing collar has set screws that go into "what"? How could "what" have come off is a complete mystery to me since the stay should have been threaded through it.
It seems to operate ok without it, but still something is clearly wrong.

Yea, I finally realized what has happened. Like most things I have found on this boat that have been incorrect from day one, this is no exception. This is the end cap for the tube that has been pulled off by the force of the halyard raising the head sail past the end. Either the luff of the sail is cut too long or the tub was never long enough to begin with. To rectify the problem, adding length to the tub or modifying the head sail. Either way a PIA the fix.

Interesting to see your comments re fitting/fit of headsail by Catalina/original rigger.
Had my furler drum recently replaced with the new version (with flushing hole). It was about the same cost (Schaefer provide replacement at discount) as repairing the old one, which had galvanised solid.
First thing the rigger noted was that the luff of the genoa was too long and was jamming at the top. The cap had to be replaced, the foil slightly re-cut and the genoa shortened.
The whole exercise has converted the headsail furling activity from hard labour to child’s play, increasing the joy of sailing. The sail also seems to set better.

Ya welcome, Witzend.. Good luck on the fix..
Looks like ya may have room at the top for a tube extension, but shortening the genny a tad would be a lot less painful.

I don't know about other companies, but Schaefer has been extremely helpful with me as far as customer service/tech support. Most recently, when I was having a problem with what turned out to be halyard wrap, they sent me a halyard restrainer free of charge. This was after spending considerable time on the phone with me, discussing my problem, looking at photos I'd e mailed them, etc.
