What glue, adhesive, or sealant recommended to seal bow navigation light to deck?

Except for silicone and 3M 5200, just about anything goes.

Adhesives and sealants are two different things which serve two different purposes. Nothing does both well so the real answer is - it depends on what you need. Nav lights should be mechanically attached, not ‘glued’ to ensure we can see you.

Agreed, mechanically attached. I use Butyl tape to bed the fixture and screws.
