It is fairly easy to use epoxy that seeps into the deck and seals it, hardening the deck. These products can be obtained from any marine store. I did a similar spot on my deck a few years ago and it is as hard the original deck. My cost was less than $100.

Soft deck fix.

I have seen our guys complete this fix about 6 times over the last 2 years. Hopefully, you are not talking about an area around a deck fill, chainplate, or some other penetration. They set a circular saw shallow to just cut through the top layer of glass, down to the core. The cut piece is carefully removed and the backside cleaned and sanded. The soft core is removed down to the inner layer of glass. Closed cell foam sheets, to replace the core material, are cut and epoxied in place. The removed top layer is glassed back in place and faired. Once the new paint or nonskid is done you should not even see the repair.
